Reflexões bioéticas sobre os princípios da solidariedade, cooperação e compartilhamento de benefícios em um contexto internacional – o continente africano com destaque em Moçambique

O Artigo 13 - Solidariedade e cooperação - e o Artigo 15 - Compartilhamento de benefícios da Declaração Universal sobre Bioética e Direitos Humanos da Unesco buscam enriquecer a compreensão sobre esses princípios éticos, tendo como base a necessidade de dialogar sobre sua aplicabilidade diante das diversidades política, social, econômica e cultural do planeta. Neste artigo, são apresentados dados da realidade dos serviços de saúde e educação na África, especialmente em Moçambique, onde a injustiça no acesso a serviços de saúde e educação exige contraposição em favor da promoção e proteção dos direitos humanos. Tais serviços podem ser incentivados pela solidariedade e cooperação internacional, por meio do compartilhamento de benefícios científicos e tecnológicos entre países desenvolvidos e países periféricos. Isso pode gerar mudanças de paradigmas, em que a solidariedade vertical e hegemônica da cooperação Norte-Sul seja pautada por um olhar bioético bilateral e horizontal, sem discriminação e em direção à promoção da igualdade, justiça social e respeito à dignidade humana e ao pluralismo moral. Pretende-se também fazer uma reflexão sobre a forma de gestão de bens solidários por parte dos gestores dos países beneficiários, em particular Moçambique.
