Implementation of the National Policy for Comprehensive Health of the Black Population: Facilitators and Challenges
Abstract
Introduction: The 2022 National Household Sample Survey (PNAD) revealed that 56.0% of the Brazilian population self-identifies as Black, and 67.0% of this group relies on the Unified Health System (SUS). In this context, the present study aims to identify the facilitators and challenges observed by the staff of a Basic Health Unit (UBS) regarding the implementation of the National Policy for Comprehensive Health Care of the Black Population (PNSIPN). Methods: This is a qualitative, exploratory, and descriptive study conducted in a UBS located in the interior of Rio Grande do Sul, under the jurisdiction of the 13th Regional Health Coordination. Seven professionals participated in semi-structured interviews in September 2023. Professionals with at least six months of service were included, while those on medical leave or vacation were excluded. Content analysis followed the methodology proposed by Laurence Bardin. Results and Discussion: Participants’ professional experience ranged from one year and two months to 17 years, with an average of eight years. One professional identified racism as a factor impacting care delivery, while three cited socioeconomic and physiological factors as facilitators. Only two professionals had superficial knowledge of the PNSIPN, while the others were unaware of it. Three interviewees highlighted the role of social services within the Health Care Networks (RAS), whereas others were unaware of such initiatives. Final Considerations: Ethnic-racial training of healthcare professionals is essential to improve service delivery and strengthen the coordination within the RAS, ultimately enhancing care for the black population.
